If you mean when are they to be considered adults, that depends on your culture.

Usually, in the US, that age is 18. In old Judaic culture, it was 13.

Pick a culture, then decide according to those rules.

Having a baby would be a very poor criteria, since some are barren, some chose not to reproduce, some get pregnant at 12.

I think they should be called man and woman when they reach adulthood. Otherwise a 14 year old having a baby with another teenager would be called man and woman. Clearly, they are not.

Female and male are very impersonal and vague. You could be referring to any type of animal. Women and Men are obviously human beings. I am female but would rather someone refer to or call me a woman versus a female. In terms of development it goes as follows: girl--> young lady-->woman & boy--> young man--> man/gentleman.
