Corruption is an unavoidable symptom of government power. To end corruption, curtail government power.
When government is given too much power, the agents of government than are able to trade this power for favors that will benefit them personally. You can police them all you want, but there will always be those who can get around the system.
As long as you have big government, you will have corruption.

put vending machines,ATMs, Internet bookings and other automated gadgets for various utility jobs that may be done by the consumers themselves... by doing this, you may reduce corruption at the lowest level...
for removing the highest level corruption you have to elect candidates with good character and then have a vigilant eye on them for keeping them away from corruption...
corruption begins at the top most position... if you hit the tip the iceberg will break into pieces...

theres corruption in every democracy the only way to stop corruption is to have an authoritarian state, personaly i would rather live in a free country and put up with the occasional incedents of corruption that occur from that.
