You can use a USB (Universal Serial Bus) device (like a flash drive) just as you would any other computer media. Floppy, hard drive, CD, DVD, etc. Some are cheaper, but they all work the same. Most, if not all, companies guarantee their products, just buy one that is guaranteed... and keep your receipt.

USB stands for "Universal Serial Bus." It is not a device, it's a method of connecting things to a computer. There are USB printers, keyboards, mice, cameras, etc.
I'm guessing you're talking about a USB thumbdrive, or some sort of USB storage. If so, then yes, you can do the same thing with a USB drive that you can with a floppy. When you plug the USB drive into your computer, you'll have another drive letter, and you can drag and drop, create text files, save them, everything that you can do with any other drive.
As for which one is good "quality," honestly, unless you're doing something very complicated, very fast, or very high-end, you won't even notice a difference between USB drives. Get a USB 2.0 drive, and then just go with what you can afford. They come in different sizes, and you probably don't want anything smaller than a 512MB drive, or else you'll find that you fill it up quickly.
One thing that I find important with USB drives is the size. Check the USB ports on your computer, and be sure that you get something small enough to fit in a USB port next to all the other stuff you have connected. Right now, I have to take out my wireless antenna in order to plug in my USB drive, that's kind of a pain.

Universal Serial Bus- is a standard of connection for devices to your computer. These days EVERY computer has at least 2 USB ports. a USB Flash drive does act like a Floppy or portable hard disk drive in most cases, and you can read from it and write files to it. On the Quality issue, to me it doesnt matter because i use many drives in the course of my day for different things...

USB is a term Universal Serial Bus it is just the name of the port that you insert devices in. A USB Pen drive is better than a floppy because you can store more data. usually 100x or more. All are good no matter the price the more you pay the bigger the storage.

USB 2.0 is the newer firmware
The little I/8"x1/2" thin flat ports on the back of most computers.
Some things that use USB connections would be cameras,some printers, scanners, some mouses, etc.
USB has to be enabled in the motherboard bios in order to be recognized.

As for the price, just like with any other product, a lot of times, you end up paying for the name. There really shouldn't be too much of a difference between different brands of flash drives, because they all work the same way.
