I had a hard time deciding. There were a few candidates, but I had to eliminate two out of the three of them for differing reasons.
First I decided the Jem’Hadar were a pretty unintelligent group; however they were genetically altered by the Founders to make them blindly follow the Vorta and the founders. I couldn’t bring myself to choose them because it’s simply not their fault that they blindly follow, but rather the fault of the Founders.
I also thought about the Pakleds, however if you think about it, they’re actually quite brilliant in their ploys. They’re definitely not technologically intelligent enough to be traveling through space, yet they are traveling through space. They had tricked species after species into giving them technology to get them where they were. Is that unintelligent? Not by a long shot.
So finally I remembered the Tribbles? Did the Tribbles count as an alien race? That’s debatable, but I will say they’re definitely the most unintelligent

Not Klingon or Ferengi .... both may not be walking encyclopedias, but can think creatively to get out of problems ... or into problems.
Betzoids don't value logic, but emotional sensativity. That is why Councillor Troi was so good ... well, there may have been a couple of other reasons. Her mother, Lwaxana, was never accused of being logical.
I can't remember the race that run the gambling games in Quark's bar. The stereo-type blonde in outter space has blue skin instead.
Are Tribbles a race or animals?

The Tribbles? Give me a break. By that logic you can add Klingon Warg-Dogs and the earwig thingies from Wrath of Kahn. I think he meant intelligent life forms didn't he?
I think my vote is the Pakleds too. Yeah, they used there dumbness to thier advantage, but that's like the extent of thier intelligence.

I don't remember what race they were, but those people on that planet - they all had white hair and they worshiped a cave that had a computer in it. They were so stupid that the computer had to give them instructions on how to hit someone.
