I normally select something I am curious about. I do my best to stay away from topics I have strong opinions on. I find that my opinion gets in the way of writing a balanced paper and my work turns into a persuasive essay rather than a report and analysis of facts.

If you give a class title and an audience demographic we (YA users) might be able to suggest a few things. When I discussed possible titles with friends it frequently turned into a brainstorming session. I was often times offered titles that I would have never considered because I didn't realize I could be curious about the particular subject. The more titles you have to choose from the better.

Pick something that interests you. It's easier to research and write about something that you have an opinion on or are just interested in.
