It's because some bigots came up with the "one-drop" rule. Which is, if you have 1 drop of ***** blood, then you are a *****. This lie was prepeturated and I still hear people saying that.
Actually, it is not legal by any means. It's just that people believe it and when babies are born they are encouraged to certify them as black.
I have two grandchildren that are mixed white and black. One wants to be considered white, the other black. The birth certificate says they are black. There mother could have, if she wanted to, declared them white. But she, even though white, prefers the black race.
I think the children should decide when they are able and just check the box they want to when they are asked the question.
In actuallity, we are all black! We are all from black Adam and Eve. Out of the heart of Africa!

Because in the US if a person has even one black feature, ie, skin color, hair etc, they are considered black based on the "one drop rule." This is not true in other countries where the opposite is often true; any "white" feature makes you white even if your skin is very dark.
According to NCHS registering a childs race according to the mothers race if one parent is black and the other white began in 1980. Before that if one parent was white the childs race was registered according to the other parent.
Byw, Sen Obama is not African American - he is part of the African diaspora, meaning, his paternal African ancesters were not slaves in the US.
Why would CNN allow inaccurate reporting? Superficiality is my bet. I prefer reading the Christian Science Monitor. They get it right more often.

generally speaking , I am not sure what the legal, technical or ethical reasons are for this, but it is generally considered that any amount of black ancestry makes you black even if you look white.
