If you are just trying to cast a basic circle, then you need to do some visualizations and some energy work to make it happen.

First: Ground and Center. Always.
Next: use your projective hand/index finger thereof or a knife which is used for this purpose and slowly walk the circle, starting at either East or North (depending on your preference, it could be South or West depending on what you want to do once you've got your circle), all the while visualizing the circle as light coming from within you and coming out of the finger/knifepoint to create the circle. Often this is repeated three times to complete the circle, and is usually done in a clockwise manner.

To take down the circle, reverse the process, taking the light/energy back into yourself.

There are LOTS of variations, but this is one of the simplest.

Depends... I'm not so much into this new-age candle waving stuff, so I'm not sure I'm giving ya the right answer, but if you're talking about going out there and doing something with friends for a nice spiritual result, well, what we used to do when we wanted our crops to grow right is get a couple of friends together, stand in a circle, and place our hands on one another. One of us would get out the fiddle, and we'd have a party, dance around a bit... Then go to sleep. Not a miracle or anything, just common superstition, but, hey, if it works, why not?
