Surrounding yourself around any language is the best way to learn. The more you hear it the quicker you will remember it. Two examples:
#1My Canadian cousin grew up watching American television, even though his area spoke mostly french he learned speaking english from watching the programs.
#2 I spent a month in Italy and the fact that I was surrounded by the language and no one around me spoke English, I forced to speak Italian everyday. i came back to American almost forgeting how to speak English.
If you want to learn to speak english you can download programs, buy tapes/cds, or buy computer programs. But you have to remember, you must keep up with it everyday or you will never learn the language.
