I want to get a scooter, maybe a Vespa or a Yamaha Vino. I don't have a drivers liscence to drive a car, but could I just get a motorcycle lisence without having a car lisence? I really dont see the need for me to get a Lisence for a car, I really have no desire to drive a car, i just really want a scooter so I can kick it around town. This would either be for Pennsylvania, where my home is, or in DC, where i go to school.

yes you can, in Pa, It's your choice what type of license you wish to apply for.

"I want to get a scooter, maybe a Vespa or a Yamaha Vino." . . If you need to keep up with 45 MPH traffic, don't consider anything less than 150cc. Scooters with 16" wheels handle much better than 10" wheels.
