Screen printing is a trade not a subject. There is no way to answer this question with out writing a very long book then you still will only have head knowledge.

As far as supplies. The type of frame, wood or aluminum would be based on what kind of graphics you are printing. The mesh, screen, would depend what frame and what substrate you are printing. The mesh count would depend on what graphic, what substrate and how much ink you need. Then you have the emulsion and the exposure and ect... I think you get the idea of what I trying to say.

The best ink is the ink that sticks to your substrate the best. There are so many brands and versions of ink that work on some substrates but won't with another that without a substrate there is no way to answer.

Head over to a screen printing forum for the best advice.

It's not for the feint of heart, takes a great deal of time and hard work and it's messy work.

Great fun though!
