The word is of Romany descent (Gypsy) and means little boy. The word found it's way to London earlier in the form of Chavvy, used for a baby.
Modern use is believe to have arisen in Chatham in Kent (according to the Sun) as being attributed to the social group we now recognise as chavs. The area has Gypsy roots that settled there and the word slowly replaced local words such as townie or charver or neds. The word spread outside the south east around the turn of the millenium and was adopted by the newspapers that helped spread its use.

Chavs are white trash. Young poor men with no eduaction or work, living off benefits and making a living from crime (drug dealing, robbery)
They live on council estates, wear hoodies, tracksuits, baseball caps and gold chains, listen to black music like rap, drive beat-up Novas and Corsas and their women resemble hookers. They all have fake Cockney accents or pretend to be black American criminals
They're violent, against non-chavs and each other, anti-social (vandalising property), intolerant and racist (harassing the Pakistanis).
Chav could stand for a number of things: Council housed antisocial vermin, cheltenham average or the Romani word for child.

It's from a word used by Gypsies, chavy meaning 'child or young person'. It was never a derogatory term, until high jacked by the people who now use it!

I believe it means Council House and Vulgar, pretty bad really as there are some very decent people living in council houses.
