It's actually the other way around... people know to put the signs on the road where the deer usually cross.

Food is put out along trails, next to the roadways, then the food trail crosses the road, right where the deer can read the sign.
The deer always return to that crossing , hoping for more food, or if they see the same sign, they know to cross at that point, and they might get fed.

Highway managers decide where to place those signs based on observation of deer having commonly crossed in the area.

Because the road crews that install the signs know where they're picking up all the dead carcases from road hits. Also, if an errant deer crosses somewhere else, he gets a demerit.

They don't know to cross there thats just were the most deer crossing have been noted so they put warning signs.

They don't, they J-walk, so if you don't want to wear them as a hood ornament watch out for deer all through the area. And while you are at it, watch out for everything else.

The Park Rangers explain it to the deer as part of their regular duties. They also teach bears to poo in the woods, so that they don't do it in your house.
