I know when I first started I had no idea how to do anything to make a webpage. PageTutor was very helpful even in their free section. It helps you get an idea of what to do. Also, I have found that if you see a website that you like something that they did you can right click on the mouse and choose view source. This will usually bring up the source code for that specific page. One catch is if they have used frames, then the code won't work. This is helpful to get ideas on how to approach a specific layout that you like.

I would suggest if you are planning on doing this for something more than personal use to go ahead and purchase some software. It is a good investment. I personally like dreamweaver, it allows you to do thing in code as will as with pictures/objects like you would in Word. It offers a split screen so you can teach yourself the coding if you have the inclination.

You can use HTML editors or any other software to write web-page just like you type a letter or design a presentation.

The most simple is Microsoft Word (i.e. make the layout of your web page using table and make hyperlinks, attach photos, or whatever) and save it as "SAVE AS WEB PAGE"

Once you get acquainted with creating single web page using MS Word, then you can use Microsoft Frontpage. It is a dedicated software to create complete websites.

There are many others but I have had a good experience with two above.

When your web page or web site ready, just upload it and spread its URL to friends.

With little HTML knowledge and a willingness to have your very own website, you can download templates from the web. Many templates you find are in basic and modifyable formats where you just add your content. More sofisticated templates might require you to purchase them for a small fee.

A lot of graphic designers or general people who don't like to deal with code use software such as Dreamweaver or MS Frontpage...

If you don't want to spend too much, I'm sure you can get some of the older versions much cheaper... Some MS Office come with Frontpage already in it...
