The "1/2" appears on the wire (the line) running from one device to the next on a floor plan wiring diagram. And I think it IS "1" slash "2", like two numbers rather than a fraction. Sometimes it is "1/3" or "2/2".

Anyway, I think it has to do with the number of wires and or conductors to be pulled between devices. I've seen it on quite a few drawings. I just can't remember what the two numbers mean.

It indicates that 1/2 the device is a switched outlet.

possibly running 1/2 inch pipe?

1/2 means one duplex , 1/3 means one triplex, 2/2 means two duplex and so on.
