I tried a while back to find a good website builder and it seems like the only decent one I could find was Microsoft FrontPage which you have to buy or *cough* www.mininova.org.

I don't use online builders myself, I'm more of a Notepad person, but great templates can be found at :
www.oswd.org
If you're not much of a coder, Dreamweaver or Frontpage (although I can't stand them, as the code ends up being really messy!!)

I see that you are asking a lot of website related questions today. First off, what sort of website are you looking to build? Will it primarily be displaying images, text, or data? Are you looking to build something interactive where users play games, blog, etc...? Your question is so vague that it can't be answered. Please rephrase your question. Provide details of what you are trying to accomplish. Oh, for your Web 2.0 question (which was not really a question), Web 2.0 is mostly a buzz word surrounding existing technologies grouped together.
