I've thought about this myself.
Why dont we say a pair of Bra's?
And considering there is usually only a single strip of material in panties now why not a panty?
It only proves the guy who invented them did not know one end of a girl from another.

English is kind of funny taht way. We have a pair of pants even thought it is just one pair of pants, which would imply something of two.
