A heel character is a "bad-guy"
A face character is a "good-guy"
Hulk Hogan is usually a Face, but when he became "Hollywood Hogan" he was a heel.
The Rock was a heel when he was in "the Corporation", but then he became a Face

Heel - Means the person is portraying the bad guy.
Face - Also known as babyface, means the person is portraying the good guy.
No matter which a person is, he may get applause or boos, and in turn the WWE management may sway in which direction he is going in.
example - The Rock. When he first came out he was a Face, but then he started getting boos all the time. WWE then decided to make him a Heel and a part of the Nation of domination. Eventually people started cheering for him, and the WWE decided it was time to make him a Face again.

A simple answer is that the heel is the bad guy and the face is the good guy/fan favorite.
However, the lines between heel and face are beginning to blur as heels sometimes begin to recieve cheers when they are not supposed to and faces sometimes get booed.
