Hi, I am assuming you are a legitimate customer and are not talking about the account being blocked but rather the site.
If you are accessing from work your employer may have chosen to block acces to bank sites for security reasons if so lodge a help call with your employers IT/Security help desk.
If it is being blocked from home this could be a number of things, most banks have technical desks to help out in this situation.
If it is not your account step away from the keyboard because you will be caught and put in jail with a large hairy bottomed man named bobbo who has a liking for geeks.

Try inserting the right password!! they don't block an online account unless the password is wrong 3 times in a row.

If it's your account, try calling the bank's customer helpline. If it's not your account should you really be trying to access it.

If it is blocked simple, get theirBANK'S fax no, email ID and send mesage to them asking them to unblock your ID/PW or you may be given a new PW.
