Przewalski's Horses are (or have been) extinct to the wild, yet nonetheless stay in capitvity. Tarpans are extinct and not exist on the planet, yet human beings have bred horses to create a simailar creature.

Not a chance. There are so many horse still used for transportation and beasts of burden all over the world. I know there are lots of cowboys in South America, and I just visited the Philippines and saw a good amount there too. Not to mention police forces who use them fro crowd control, the circus, ranches, petting zoos, and carnivals. Tons of people still own and raise horses in places like Mongolia too.
Now if you mean wild horses, that's a different story. In places like the United States, there aren't many wild horses left. But again, in Mongolia, they are more plentiful and still roam the steppe (although probably not as plentiful as before).

There are several species of equid (horse-like animals, including zebras and donkeys) that are extinct, including a couple from fairly recent times.
The "horse" like you think of is certainly not extinct, although it is no longer a "wild" animal (although there are escaped ones which live in the wild).
I think it's called Prezwalski's horse that is the only wild true horse that remains. It is endangered but making a comeback. I think it lives in central asia.

I once read that there are more horses around now than in the days of the horse and buggy. China is re-introducing the wild horse to their grasslands. I think we'll have the horse around for a long time.

Przewalski's horse, which is believed to be the only truly wild horse to survive to modern times, probably became extinct in the wild in Mongolia in the 1960s. About 1,100 Przewalski's horses survive today in captivity in zoos and wildlife parks.

White horses are not as many in number as the brown and the black horses. People get confused when this question arises but the simple answer is no.

extinct means there are no more living anywhere on the planet...being that there are horses ALL over the place and are in no danger of dying out...that would be a "No".
