Literally? No. We will end up polluted with methane, we will need places to house them, probably convert all garages into barns. Work hours will be cut into 4 hrs per day, since your need a minimum of 6 hrs travelling time on your horse
The economy will be agricultural , food will be scarce because every available land will be converted into hay farms to feed the horses, and not only that, you need horsey hospitals, horsey health care, horsey courts to deal with horsey accidents.

In an ideal world, yes that would be wonderful, but the problem is the lifestyle we have today prohibits that concept.
Very few people would be able to utilize the horse and buggy in a normal day since the distances they have to travel to employment would be further than they could manage. Not to mention there is upkeep with the horse and buggy, too.
What we have to deal with is what we have available to us and all we can do is strive to improve on our energy sources.

What is wrong with solar, wind and water power? I don't call horse crap (and I mean a lot of it to replace all the cars) keeping the earth clean.
