Incidentally, the Liberal news media is responsible for the mistaken impression that so many Americans have about expensive toilet seats and the like.
Congress passed a law REQUIRING that in the accountability of the cost of items purchased by the USA, everything associated with the purchase must be included in the final cost analysis. Congress is also responsible for the fact that if the government needs a few hammers, they cannot go down to Lowe's or Home Depot and purchase them.
The agency that needs the hammers or toilet seats, must write up a description of what they want which includes engineering specifications. That goes through various steps to insure that the specifications were NOT designed to favor a particular hammer. It might be graft for the home town hammer maker.
Then a contract is let for hammer makers to bid on. The successful bidder is then checked to make sure that he has the capacity to deliver the proper amount of hammers and that he employs union workers, and has the appropriate percentage of minority workers, and other criteria also established by Congress.
Then when the ponderous process is complete, all those expenses incurred are totaled up and divided between the hammers and VOILA! We have expensive hammers.
So it is NOT the White House buying expensive toilet seats, or the military buying expensive hammers, it is Congress artificially making everything cost more.

If it's the President's personal toilet bowl they don't clean it. They don't even flush it. They take the contents and sell it to the remaining Bush supporters who must think he sh___s gold.
