They actually do both - they moniter and for quest can violate you for whatever reason makes sense to them. I have gotten questions taken off within minutes, without being posted because of the content. So I think they have someone looking at the questions. But I have also violated someone because their answer to one of my questions was really ...really......rude!!

Nope I got one for the content of an e-mail to another user. The other person did not violate me for sure. [ It was to my husband who also uses answers]

I don't think so - I believe they have a moderator that scans the forums looking for violations.
They really should concentrate on the porno 360 pages instead of picking on us peeps that just want to have fun.

Yea, they don't monitor it themselves, there are too many questions. I get several violations a day, it's no big deal.
