this is a funny question..
look at jimmy carter.. he sucked as president.. he drove the nation almost bankrupt with high taxes and unemployment.. but today people that lean way to the left see him as some sort of hero.. but looking at his record his policy did damage to everyone but more so the poor...
all presidents suck at one time or another... and they do things that rock as well... clinton was he a good president.. well not really.. but he really didnt do anything to hurt the nation or help it... was nixon a good president.. not really.. but he also did things that worked..
maybe your question should read..
what are the things that make a president legacy..
you can always find people that wear tin foil hats that say every prez. is evil... but it doesnt make it so.. just means the crazy house let out early
