First off, are we talking Ollie or the other GA?
Ultimate Hawkeye reminds me of Bullseye in that he can kill people with anything. Ollie learned to fight in the street. Ult. Hawk learned to fight from Cap.
I like Ollie, but I think Ult Hawk would win in a fight. I think that, while Ollie deals more with real situations, Hawk is more into taking calculated risks and that gives him the edge.

With regards to the first post, there is a great difference between Ultimate Hawkeye and normal Hawkeye. Normal Hawkeye's family has been slaughtered before his eyes and he was beaten to a pulp and tortured. He then killed all his captors by ripping off his own fingernails and using them as projectiles to kill his captors. This is just not something that I can see Green Arrow doing. I am a big Green Arrow fan and think he could easily take normal Hawkeye, as he has shown himself to be much more resourceful and a greater variety of arrows and skills. However, Ultimate Hawkeye is superpowered to the extreme and able to kill someone with the most inane object. Since the two would easily shoot each others arrows out of the arrow till there were none left, it would come down to after the arrows were gone, and there Green Arrow does not have a chance. The only way Green Arrow could win is if there was a lot of planning allowed before hand, and then he could probably take Hawkeye out.

OK, now I like both characters. Please understand I have no real bias. But I have to say that Green Arrow would win hands down. It's not a case of who has the better trick arrows, or who has the most imaginative arrows, because those are all Green Arrow. I think if you look at the depth of the characters themselves, you'll see that Green Arrow always has had more to lose, and more to redeem himself for. That makes him a more driven hero, and more drive means more desire to win, more practice, and more fights won.
If you look at the Kevin Smith restart of the Green Arrow series, Oliver Queen had come back from the dead. He was homeless and alone. And he was still fighting crime with cobbled together bow & arrows slapped together with trash. And still making more difficult shots than I had ever seen Hawkeye make, Ultimate or not. And if you look at a very recent issue of New Avengers, (The one with the Scarlet Witch on the cover) you see Hawkeye back alive, NOT fighting crime, but instead roaming the world, trying to understand why he's alive, why the Scarlet Witch killed him, etc.
So, technically, I say Green Arrow is a better shot. But I also say he outclasses Hawkeye too.

I'm going to agree with doubleb747. Ultimate Hawkeye slaughtered a bunch of special forces guys with a drawer full of silverware when they invaded his home. I still think that the two are close to even with a bow, but Hawkeye can turn anything into a weapon, and is pretty dangerous unarmed as well.
