That would depend on your own definition of moral. A moral code is an individual system of ethics; while often a group will agree to live by a moral code, others have individual systems. Some systems are based on faith; others on reasoning/logic.
The government lays down laws because moral codes are fluid; issues such as drug taking, adultery, pornography and so on may be moral for some and immoral for others. We have a legal system to determine the standard for our society, even though the legal system may offend some morality systems. The debate on legal termination of pregnancy is once such issue.
