Sure. If you have been properly informed, then you have every right to live in a dangerous place. Of course, on the flip side, the police/fire brigades/rescue squads have every right to let you die if you're trapped in a crumbled building.

No point in stopping people when land is scarce. The trick is to allow for earthquakes by special building regulations making houses and offices resilient to disaster.

Yes, people must be allowed to live where they choose. they should be given incentives to relocate from areas that are in very high risk areas. In the US several areas flood every few years, but the insurance companies and Federal Government always help them rebuild. Its free choice!
