Sure. If you have been properly informed, then you have every right to live in a dangerous place. Of course, on the flip side, the police/fire brigades/rescue squads have every right to let you die if you're trapped in a crumbled building.

Dear friend. When the scientist are unable to predict the occurrence of earthquake I have designed a fairly reliable earthquake alarm that everybody can afford to fix it in their house. This can be manufactured just for U.S.$ 20. This instrument has proved its capability on five occasions including on the day of Tsunami. Every body wants to hide the fact. Nobody is interested in conducting in depth study of the capability of this alarm.It is not at all possible to avoid staying in seismic zones.

No point in stopping people when land is scarce. The trick is to allow for earthquakes by special building regulations making houses and offices resilient to disaster.

Yes, people must be allowed to live where they choose. they should be given incentives to relocate from areas that are in very high risk areas. In the US several areas flood every few years, but the insurance companies and Federal Government always help them rebuild. Its free choice!

If you want to be the one to forcably evict them, be my guest. Don't ask me to help because I don't want to be killed for that stupidy. The bottom line is that you can't change people's behavior, but you can get hurt (real bad) if you try.
