As already stated it is used to tell a web browser how to display the information (web site).
It is also being used quite alot in creating help pages for applications and computer hardware.

As long as it is just HTML you can place it on a CD which can then be opened directly to display the information. This is usefull if you want to nopt only offer the pages on a web site but also ship it with your product.

HTML means HyperText Markup Language. So, any time you need to markup some hypertext, that's the time to use it. As many people fail to appreciate this does not limit you to web pages.
