well, ppl use HTML for a start to create website, but some like geocities allow you to create sites without any kind of knowledge abt that. . ..all the best and once done do mail me the link of your site for feedback!

Most email programs fromyur provider will give you a website space with a easy web builder that most people can do with no problem,
Other than that, you need to secure a domain name and get hosted and have someone do the web design.
YOu pay these people to do what you dont know how to do.
