For the same reason Roy Scheider didn't come back for "Jaws 3." He knew it was gonna be a stinker. The only reason he came back for "Jaws 2" was because it was in his contract for the original "Jaws."

Robocop 3 was released in 1993 but it was made in 1991. When they started shooting Robocop 3 Peter was working on another film called Naked Lunch.

Many actors do not wish to continue in a role for fear of being typecast or that there is nothing more they can bring to the film. Also, the plot of RC3 was so awful, the film had become a joke wholly unto itself.

Because it was a bad script and he wanted nothing to do with it.
Becuase he had a prior commitment and couldn't.
Becuase he wanted too much money and they didn't want to pay him.
Only he knows why he didn't participate. Perhaps you should ask him.
