Are you referring to the quick launch task bar? If so, right click the task bar, select toolbars and check the "quick launch" menu item.

Sounds like your taskbar, with the Start button on it has disappeared?
Move your cursor down to the very bottom of the screen where the bar normally is. Watch for it to change to a two headed arrow. When it does, press the mouse button, and drag the arrow up a little bit. You should see the traskbar appear on it.
