sounds like the degauss issue, try using the buttons on ur monitor and lookin for one that looks like a magnet with a line through it, and press it!! Might help ya!

Go to the display properties and the settings tab. Click on advanced and change the frequency on the monitor, sometimes this will correct a shaking screen.

^ whoa dude thats dirty!

Does it do it mostly when you're playing music? How close are your computer speakers to it? Try moving them away. Also try moving the monitor a little bit, sometimes wires in the wall can cause interference.

You might also have a "degauss" feature on the monitor, try hitting that as well. Its not in the same spot on every monitor so I couldnt tell you where yours is or how to touch your button properly (k i'm dirty too)

if you have a CRT Monitor and its screen is shaking it is because there is some electro magnetic around your monitor. remove or put away any electronic device that can produce electro magnetic such as your electric fan from your computer

Is it close to any Magnate field? That could be the problem. The above answer is what I'm saying.
