Yeah the train. There is the Keisei line and the normal JR line. Both will take you to Tokyo. There are also some buses from the airport to the city.

The Keisei Skyliner. It's cheaper than the JR's Narita Express but just as fast. You can catch it from Nippori on the Yamanote line.

I went to Tokyo via Keisei Skyliner. its cost effective and fast.
Dont dare to take a taxi coz not only its far away but because you might be caught in a traffic and that will make the meter rising and your blood pressure shooting up.

If you are going to spend a lot of time travelling, a J-rail pass is the go, they are a bit pricey, but you can travel the whole country on the j-rail network. mine cost me about $500 for about 2 weeks. But would of cost me nearly three times if I didn't have it.
