The band gap between the electron orbitals is not close enough to be a conductor but not far enough to be an insulator.. the electrons are able to jump up to the next level.

Yes, it's all about the band gap. In other words, TiO2 is an element that at room temperature doesn't have too much free electrons that can conduct current. But in some cases you can make them appear. For instance this can be done by introducing impurities (doping) or by "injecting" electrons (by heat or light, etc).
