Don't know for sure, but they are not difficult.
Start with a hole in the ground, the size will have to fit your needs, depending on how many are in the family and so forth. make extra room, and a separate room for supplies. Figure out the longest time you might have to use it, then double that figure. Stock it with canned goods and so forth for that time interval. don't forget some kind of sanitary facilities.
now, to the building of it itself. How far do you want to go with it? do you want it to serve other purposes such as food storage? entry and exit points will be a prime consideration. have at least two. A tunnel away from the house and a way in from the house where you are most likely to be when trouble comes. steel reinforced concrete is probably the best thing to use, with steal I beams over the top set into the concrete, then a layer of concrete on top of that using corrugated steel for the base. this will be optimal, but you can cover it with dirt. mound up the dirt to allow water to run off if it is not like right under the house. It could also serve as a safe room. look up old bomb shelter plans, this should give you some ideas.
