Make sure you're posting your resume on boards where employers will find your skills useful. In my case, my success rate increased when I started posting my tech-oriented resume on tech boards like Dice.

Make your resume as searchable as possible. Be as detailed as possible about your experience, using key words that HR recruiters will be able to find you.

Make an effort to refresh your resume periodically. HR folk tend to key on resumes recently posted over ones that have aged a while. You might remember something about your history that you want to add in, or wish to renew other portions of your narrative.

Bottom line on job boards: interested employers tend to look for prospects, not sift through bot-generated resume mailers.
