Well if you have a Tower with your computer you can turn it off completely and unplug it,and then make sure you put it somewhere with no static like on a table and make sure you have no static on you. Then you open the side of the tower up and from there you'll see a fan sitting pretty much on top of the CPU keeping it cool. If you haven't cleaned it it will probably have a ton of dust clogging it. For a laptop read your manual that came with it. Hope this helped

check for a constant hum and air flow initially - with the case off it would work better too!
also, check for abnormal sounds - like a wheezing or a stuttering in the fans motor. any lapse in air current or motor sounds is the sign of a dying fan.
you can also check the CPU temperature in BIOS upon start up.
if you are at all concerned that it may be dying, i would get another fan ASAP. if that cpu gets to hot, your PC is toasted.

You will have to open the case and physically look at it to see that it is working. If the laptop is a Dell, go to http://support.dell.com and enter the express service code (or model number) of the laptop. Go to the Manual section and you should be able to View the service guide, which will have step-by-step with pictures of how to do it. If it is a different brand, check the manufacturer's web site for instructions.

Go to the home page of motherboard manufacturer, there you should be able to find some software to check speed and temperature on the motherboard.
