It may not fully... but it will surely check the speed ... but Life is to be lived inspite of many shortcomings. These days many instruments have come to overcome the hearing problems.
Live on ...please...God compensates the shortcomings in one or other ways .. it is said and also seen.

definately not. since they have hearing problems they are able to judge the speech given by the opponent by the lip movement. but they won't be able to hear if they are talking in phone or mobile

Assuming your not speaking in the abstract, its the tone more so than the words that effect development, a child placed in fear by his/her environment and its sounds will withdraw, hence retarding development. Its that simple!!!!!!!!!!!!
