Indian Institute of Science for Education and Research (IISER) is a new establishment of Govt. of India to strengthen and uplift status of science education and research in the country. Overlooking the recommendations to minimize disparities, as pointed by India science report 05, in the distributions of COEs across the country four IISERs has been established yet. Our hon'ble president has repeatedly emphasized the need of opening an IISER in Bihar. Due to absence of central institutes of higher educations, Bihar is the least fund fetching state for higher education. Is it right to say that the central government is ignoring recommendations of hon'ble president and it should open an IISER in Bihar with priority.
