Get sunless tanner and draw pictures or write words on him (esp forehead and visible parts of his body) while he sleeps. That stuff will sink in and dry and be there for at least a week...he'll remember to leave your stuff alone!!!

Take a picture of him Zerox it and put it on a flyer that says "Alert! This person steals delicious Chocolate desserts and is not to be trusted! If you see him please alert the authorities!" Put the pics up on his door your front door as well as other places where his friends might see it. He will be embarassed and won't do it again.
