i was in the pool last week when i got out and went to the change room .it had shrunk to 9.5 inches i know it happens but to a third of its size seems a bit much is that normal

no its not, thats unusually small for a man, you have every right to be paranoid about it, does stunted growth run in your family? i would seek medical help, modern medicine can work miracles these days, good luck, theres always acceptance therapy if all else fails!
