Any sort of cream that is applied to the skin (as is the drug you mention)can and will lighten small areas that are darkened due to things like hormones(melasma/pregnancy mask) or age(liver spots) You must apply the cream for up to 6 weeks to see any improvement. You MUST always wear sunscreen and/or clothing over the area for ever as one exposure to sun will make the spots return FOREVER...constant maintenece is required. You do not need a prescription for this cream. Buy the cheapest one as it works as well as the most expensive one the costly one may just smell better. Follow the instructions it WILL work.

IF you want to do a Michael Jackson that requires taking a drug by mouth for life that affects your liver(to say the least) and much more...

It is absolutely false claim that any medicine can change the color of skin. Actually, skin color is determined by genetic constitution and environment. There are lot of body pigments and most important among these is melanin, that determine the skin color.
Do not purchase any fairness cream or lotion, they have nothing to do with the skin color except to fill the coffers of the seller.
