Like someone has already said alot of people contributed to the Oxford dictionary but the people in charge were Professor James Murray and Dr. W. C. Minor. Their research started in 1857. Dr. Minor was an American civil war vetran who was also found to have escaped from an asylum for the criminally insane.

As the Half-Blood Prince said, the main editor was Professor James Murray. C.W. Minor was a contributor, not an editor, and he was in what is now called Broadmoor: a home for the criminally insane. He did not escape from a mental asylum: he was placed there after he shot a man to death.
There is a great book, "The Professor and the Madman," by Simon Winchester, which tells of the relationship between Professor Murray and Dr. Minor.

The history of the OED is fairly complex. There has never been one sole compiler and it has been published in various batches of letters. Much more detail can be found here:- http://en.wikipedia.org/wiki/Oxford_English_Dictionary
