The main point of this is i have some VB code which needs to open up a link in the target of a specific window. I can make desktop links myself

put the link into yuor webpage and right click on it and click on copy shortcut then go and paste it where ever you want it will shop up as an internet explorer icon type file

If vb is controlling the url and sending it to the required window then the format of the url should be

www.blabla.com?blabla

But as you are writing the vb then the ? separator can be what ever you like.

right-click on the background. Select New -> shortcut.

Type in the url like:
www.blablabla.com
and give it a name. You'll get a browser shortcut

Or you can type:
mailto:nat@nit.net
and you'll get an e-mail shortcut
