With or without jokers?
Without the jokers there are 12...4 jacks, 4 queens, and 4 kings. If you add in the two jokers that are in the pack, you have a total of 14.

Depends on the game you are playing. If your talking about a standard deck of 52 cards and by picture cards you mean cards that have faces on them, not counting aces, then you have three in each suite for a total of 12. The King, Queen, and Jack. However different games have more face cards such as a Pinochle deck. I hope this helps.
