If we keep trying to capture and kill criminals, won't they fight to the Death? Wouldn't it be better to ask them to cease from conflict, and make amends?

I do not know about Law in USA but in India Justice will not always punish the criminals Ex.BOMBAY BLAST CASE
SAMJOTHA TRAIN BLAST and so many example of local interest i can show.

justice means the victim is not damaged and
has no ongoing fears
not loss nor gain
justice is that the criminal get to see the wrong he/she has done and really feel sorry ,and will try for the rest of his/her life to stop other making the same mistakes as they did before they know better [sincere repenting and ending the ''sin''
love does not punish
love repairs and restores that destructive to not being hurtfull ,indeed wills only that evil turns away from hurting to helping.
from hate into love
