and does this OS make it easier to play isos?
p.s. i actually bought the many games, but i hate carrying all the umds around

First of all, you don't want to upgrade your 3.03 OE-A to 3.10. If you do, you will lose the custom firmware you already have and you will never be able to play ISO games again because there is no way to downgrade from 3.10. If you want, you should upgrade to 3.10 OE-A but I don't like this version because you will lose the ability to customize your XMB (change your icon and gameboot etc.).
If I were you , I will stick to 3.03 OE for now.

will if you hate carring umds around you go to www.gm.com you can download games from the web i download games from ther to like(gta:vice city -meatl gear solid -u-gi-oh) more games and i think you can upgrade it from the web my psp is3.30to
