Yeah, there are 6 short films in total, they're all (except No. 6) worth watching but only out of curiosity. For me personally, I would only consider watching the first 3 again, and even then I'm not that fussed. It's a case of once you've seen it, you've seen it, they were made to get that initial shock reaction out of the audience, with nothing much left to discover on repeat viewings.
Here's a brief rundown of them:
1. Devil's Experiment: a woman is tied to a chair and tortured to death.
This is (in my opinion) the best as it achieves simply what is sets out to do. It's filmed as if it was a real snuff film and so is very disturbing. You even get a counter sometimes in the bottom corner to tell you how many times she's been slapped etc.
2. Flower of Flesh & Blood: a man dressed as a samurai drugs then dismembers a woman.
This is the famous one, another answer describes the Charlie Sheen incident well enough, so I won't repeat it. It's very well made with good effects, but doesn't have the visceral shock value of the first.
3. He Never Dies: a comedy about a man who cannot die no matter what he does to himself.
This one's actually pretty funny while still having good amounts of gore in it.
4. Mermaid in a Manhole: a man finds a mermaid and takes her home, painting a portrait of her as she decomposes.
A lot of people like this one, but I could never really get into it, but it's certainly made well.
5. Android of Notre Dame: a doctor needs a human body to experiment on in order to save his sister who is dying.
This one is much more like a typical Japanese genre film - ie. bizarre! Good fx don't really make up for a confused storyline.
6. Devil Woman Doctor: another "comedy" as a woman goes around mutilating various people.
This one is god-awful, coming across as a violent "you've been framed" but with cheap fx.

I love weird and extreme horror movies and spent a lot of time trying to track these down and reading various review on them. My friend managed to download a section of Mermaid in a Manhole for me but we had real trouble with the subtitles - the bits I saw looked pretty good though (in a totally over the top, gory way!)
They gained notoriety when Charlie Sheen got his hands on one (I think it was Flower of Flesh & Blood) and thought it was a real snuff movie (whilst off his head on a cocktail of drugs I think!). The reviews I've read of some of the others available say they are OK but don't quite live up to their reputations (that's according to die hard horror fans). I find that is often the case with horror - something gets a rep for being totally outrageous and is banned but when you actually get to watch it, it;s never as bad as your imagination!
