Oh Come ON!!!
He's the "DON" , he needs a line to show that he's DON!!!!
Well I think he just wants to put forth that " he can never be caught". There is nothing more or less to it.
And By the Way. I loved the movie (I can't believe some didn't)

coz in old don amit ji had said this and sharukh was acting in remake of that film. so he says "don ko pakadna mushkil hi nahi namumkin hai"

i think because it was impossible to catch the ''Don '' as he was a ''DON'' & a very dangerous & expert one !!!!
but as elisey said , the sricpt writer would know it the best !!!!
