I am finding that the more expensive hob units do not have any Halogen zones in their specification. (We are not interested in Induction because of the weight of the pans involved [arthritis])

I have a Zanussi ceramic touch control hob model number ZKT 641 H. It would be ideal for somebody with arthritis. It has two radiant rings and two halogen rings. I use the halogen rings mostly as they are extremely fast, faster than gas in fact, and, unlike gas, you can cook for a few minutes after turning off the power using the residual heat so I would suspect they are cheaper to run than gas. Even the radiant rings are fast. Also, it is very easy to keep clean. Just a wipe with a damp cloth will do most of the time and there are no buttons or knobs to make it fiddly to clean around. I would say that it is ideal for your needs but if you go to John Lewis Electrical Department they have lots to choose from and will deliver to your home.
I got mine installed when I had my kitchen refitted by Magnet late 2005.
You can use any type of pans on it. I use glass ones and some lightweight non-stick ones, depending on what I am cooking. No heavy pans required at all.

The fastest thing I have ever seen is Magnetic Resonance. James Martin demonstrated one on a cookshow on TV. He placed a pan of cold water on the MR hob, with a £5 note underneath it.
About 30 secs later the water was boiling and the £5 was untouched. Amazing.

Ladyfromd has got it dead right - halogen ceramic hobs, especially Zanussi, are the tops.
