I think that moral values are in the genes.
When a woman is pregnant , in Hindus , she is asked to read the holy sciptures and religious books, so that her child in the womb also gets the knowledge of these books.

Children learn from their parents especially the mother.as she spends more time with the child.If the mother has good moral values the child also learns them.The youth must become integrated in a community and adopt certain values and make a plan to help the community members and pledge to be good citizens.This will help them to form better communities

In the olden days children were sent to Gurukals to learn about life and moral values. from their Gurus or teachers who were the embodiment of good moral values.
Now we do not have that system but if parents send them to good schools children learn good habits.

It is very important for parents to see who the friends of their children are. The friends influence the children, they should be good children.

Parents must teach the child and correct the child whenever the child does a mistake not by punishment but by explaination and discussion.
The parents have to set an example for the children.

The youth is a grown up person. Most habits have formed and become character. it becomes very difficult to change them but still he should make extra effort to inculcate good habits with moral values.

It mainly starts from one's own home. The way the family looks at matters having moral values. Examples are many. If you close watch a boy born and brought up by arrogant parents never shows respect to elders or even to his own parents. Even when he attends the phone the first question will be who are you. The tone itself makes one irritant. The parents and elders are the kid's role models. 25% of the total learning one gets from the parents, 25% from friends, 25% from the teachers and the balance 25% learning comes from your own life situations. By becoming good models in morals you are naturally growing morally educated youngsters.

Religions also can have a role in this game. Instead of teaching hatred and ill feelings to brothers of other caste, the elders can teach tolerance, sympathy and Godfear. Best teachers, Best Parents and Best friends makes a baby grow with healthy habits

Start with the media: TV, Movies, Video Games, etc.

Next: Teach the parents to teach and encourage morality in a loving way, by example and speech.

Then: Make consent by parents a requirement for minors to obtain abortions, condoms, weapons, etc as they do to get a medicinal shot at school.
